The clue is in the name  

The new one is FRN, the UKPK being G10.

I'm guessing, and it probably says in this thread, that the steel will be VG10 compared to S30V that is the UKPK.

If you're getting it outside the UK make sure they describe it as a UK legal slip joint I've heard the UKBA cant tell the diff "sometimes" between lock and non lockable knives,especially if it's a spydie

The UKPK is actually quite safe.  Without the lock it can't fall into any of the banned items.
