Strange blade on a German made pocket knife

Recently got this unusual stainless steel gents type pocket knife with an unusual blade or tool. It is tang stamped Paul Henckels Inox Solingen. There is a company name of "Manimon" on one side. The strange blade looks like it is serrated under magnification but it is not sharp and I can rub my finger along it with no harm. It does not look like it is coated with anything just crimped or something. It also looks like it is a different metal and maybe it is pinched into the holder? The closest thing I can think of is possibly a glass cutter/scorer? Really stumps me. Any ideas what it is used for?

The rest of the knife is basically a gentleman's type manicure knife with a large main blade and a nail file with pointed tip.

Could it be a replaceable straight razor for shaving?  I have a straight razor that uses interchangeable blades and the holder looks almost like that.

I tried to remove the blade but it is fairly set. I doubt it is a razor of some kind as it has a deliberate crimped edge.

I doubt that. The edge of the blade looks kind of zig-zaggy under a loupe. Kind of looks like that is the way it was supposed to be.

id guess some kine of corn  knife for cutting  dead skin of your feet.......
but i didnt think they made  straight ones that recently, i thought the  safety  would have been the norm by the time this was made..

My thought was that I have dulled more knife blades than I care to mention on pills (mostly for my pets -- ah the things we do for love), and a dedicated blade that was sharp enough to split a pill that wouldn't dull as easily as the scary sharp thin blades on smaller knives (and would save the other blade from such abuse) would be a great feature on a knife advertising pharmaceuticals.

Doesn't explain the shape or crimped design of this one, but I'm just brainstorming here (a dangerous feat in itself).

If, not... I might just invent it.
