Those are neat- they look like modern day spring shears:



I see these most commonly available for sewing and gardening these days but then the only glass blower I know has asthma so she doesn't really do it anymore.

We have a glass blower in town, he uses those while the glass is still rather molten to snip off bits. He also uses them for shaping grooves, etc. In fact he uses the same bench with long arms and long pole setup as shown in your picture.
