Am I missing a spacer? (Charge AL)

I broke out the Ole' Charge AL tonight. And the (built in) lanyard ring flops in and out.

Anyways I go to use the scissors and they don't lock?

Well. The "T" lock rests on the scales before it engages in the gap on the tools.

Is there a spacer between the handle/lanyard ring/Saw?

I'll see if I can find a photo.....

I believe I am missing this one. (Circled) The upper right of the tool; you can see the crooked and loose lanyard oval.
