Yes, Dremel's speed is excessive (at least 10000 rpm). You should use a bench grinder with cotton polishing wheels if possible.

I doubt it.
Don't use a Dremel for that though. It's speed and heat buildup will likely melt part of the scale.
There are lots of posts detailing the best way to polish scales on MTO.

I actually have an Ozito (dremel like tool) with variable speed. So maybe I will test on some old scales.

Set it on the slowest speed and move quickly over the scales. If you don't move quick enough it will marr the scales

Even cloth mops on a bench grinder can generate excessive localized heat and smear the plastic. A dremel even on low speed is VERY risky. Ask me how i know.
Best method I have found is using Micro Mesh abrasive sheets and finishing off with brasso on a soft cotton cloth.

I use a polishing mop on my drill press on its lowest speed.
I think Alcohol, Tabacco and Firearms should be a convenience store, not a government agency.
