You can get the glow-pigment without paint and mix it with whatever paint you like - if you use clear laqcuer ist should work ok even on the outside. You can use 2 component epoxy instead of paint, too.Luming the dots on the hour marks would be the nicer variant and the hint to watchuseek is a good one!
lowtech is right. Best and economical friendly way is to use epoxy mixed with glow pigment for it.

I have one, it glows green but sadly it is light blue in daylight - I could share some with you as I won´t use all the 10g I have in my entire life...
