The Big Pal Angler's Clip is basically a toenail clipper, but added several fishing-centric tools. It adds a hook disgorger in the lever, and between the lever and clippers adds two fold-out tools--pick, as well as a combination scraper/cutter and bottle opener. I had one as a kid (which I'd found in a drawer in the basement) and broke off the lever at the hinge cutting something it wasn't supposed to (A Lego Technic axle if I remember correctly). I found the tool in a drawer, and used it a lot for cutting my nails. Well, my mistake just cost me $10, as I got another.
This was made by Cook, ca. 1970s. These seem pretty rare.
