Essentially it's an isometric contraction so in theory yes it would work and work quickly for increase in strength but only at that joint angle. You'd have to move your shoulders and elbows to different angles in order to get any real benefit. But you could do that particular exercise without buying anything.
It'd be hilarious if it shot out yogurt at the end of the exercise.
