So...if I send a package to Italy using express mail international, I'm covered by ebay and paypal in event of a loss?  What about insurance?  I'm getting conflicting stories on whether or not that service includes insurance or if I have to pay extra.

No - not at all. If the package doesn't show up, and you can't prove that it did, the buyer will get his money refunded by Paypal when he raises a dispute against you. That's when you wish you'd had insurance, as otherwise, you've lost the item and the proceeds of the sale!

If the parcel was insured, then you at least get reimbursed by the postal service, so you won't be as out of pocket :)

Insurance is to protect the seller - not the buyer!

I'm confused....I plan on shipping it express mail international and insured for full amount.  However, one site allows me to insure it extra for $2.50, but the other site shows it as included in the express mail international fee. 
so, 2 questions:

1: if I send it express mail international and insured for full item amount...if loss, will ebay and paypal reimburse me for lost item or just the postal costs for sending it?
2. does express mail international include shipping to a certain amount and if so, how much?



No idea about question 2 - might be worth trying USPS website or something though?

As for the first bit, I don't think ebay / paypal will reimburse you anything at all. The insurance is provided by the postal service, and it would be they who reimburse you if they screw up the delivery.

That is quite right.

Ebay has nowt to do with any sort of refund, it is merely a shop that you leave feedback on.  Money only gets involved with them when you pay their advert fees, nothing more.  Paypal only deals with the money exchanged, so if a package does not arrive, they can refund the money to the buyer.  That is all their role is (apart from sending the money the first tme of course).  Insurance is completely separate and relates to the postal service.  If lost, they pay the value of the item lost (if insured of course), and then paypal could be used to refund the buyer.

Sounds a bit complex, but it is all very simple really.

Ok, so if I have some guy from Italy that is willing to pay the $31.00 postage to send a Gerber via Express Mail International, will I be covered if lost?  I found out that the EMI service includes $100.00 in insurance for free as well as give tracking from drop off to delivery.

Just check with the Post Office that you don't need to state the value of the goods as you post it FC. Although the insurance appears to be up to $100, you might need to tell them how much it's worth first.

UPDATE - my investigation ( based on my loss of $99 that PayPal found in favor of the buyer ).

Brief recap - If you accept PayPal for goods sold , PayPal requires yo to provide #1. insurance and a #2. signature of the person receiving the parcel at the time of delivery. NO EXCEPTIONS, if you do not provide 1&2 PayPal will always find for the buyers claim against you and refund the money to the buyer from you PayPal account. This happened to me  on an Atwood tool I sent to Asia via USPS First Class mail.

This appears to be a well known fact with eBay and Internet scammers  and is widely being done today. ... the scammer will buy some type of goods, use PayPal to pay for the goods  and if the parcel is delivered without a receipt having to be signed by the buyer ..... then the buyer notifies PayPal that the parcel has never been received. PayPal swings into action, and if 1&2 from above are not met then PayPal finds for the buyer. The buyer gets his money back and what ever goods you sent to him. The seller is the loser all the way around.  Of course the scammers have numerous accounts with PayPal  set up in various countries and they know that non delivery of parcels is a problem in certain countries - China, Italy, Mexico, etc.

How to avoid this: A:  Ship the item International Express Mail ( which can be insured and requires a signature at the time of delivery ).  B.  I believe $$$ sent to you as a "GIFT" or for "SERVICES" is not covered by PayPal Buyer Protection Plan so the buyer can't file a claim, at least under current PayPal guidelines.
