Strops?

I want to buy a strop, when looking for one what should I look for in it?
I have seen both backed ones on pieces of oak and what looks like just a strip of leather with a handle on the end. what is better for smaller knives on multitools and SAKs?

I have a "portable" one that rolls up from JRE Industries which is nice and I think it was fairly cheap..like $15 or something but also well made.

Now what compound should I use, I have seen iron oxide (rouge), diamond paste, carborundum, even toothpaste recommended.
Not sure what one is best though
