A large quantity of CR 123 batteries that are good and cheap. I was thinking probably surefires website? Any suggestions?

A little pricy per battery but rechargeable. Buy 2 plus charger and you have bought 1000 regular batteries.

I have also had good luck with the Titanium Innovations from Battery Junction, another brand to look at is Battery Station which are also quite good.

If you can swing it, I recommend getting the ZTS mini multi-battery tester (ZTS-MBT), runs around $27.00. It's a pulse load tester so it's more than just a voltage reading. It's nice to be able to pair batteries by load so you don't get one that's higher voltage and load capacity than the other one. I use mine about once a year to go through my battery drawer to find dead (or dying ones) and to check the batteries in my Rayovac Sportsman Extreme led lanterns.

Is it a Mini X, or another type of Mini 123? 

Otherwise, all 4Sevens regular or tactical lights will have a driver that can handle .9v - 4.2v so you can use a 16340 with the low voltage heads, and the high voltage heads are 3v - 9v so you can use two 16340's with them.

If it is a Mini, I'd definitely stay away from RCR's then...  I've ready plenty of stories of people frying their minis by running then on 16340's or 14500's.
