Thanks Gareth! Looking it over, the only markings I found were on the knife blade, which says WALKER & HALL, SHEFFIELD. And a quick bit of googling reveals that Walker & Hall was indeed a cutlery firm, but was perhaps more well known for their silversmith work. :)

I was wondering why you might need wire cutters on a drinking knife; the only thought I had was to perhaps cut the wire cage that you get on sparkling wines.  I know they came with a twist release these days, but maybe that wasn't always the case?  Just a thought.

Good point Gareth :think:  I've no idea but need to know now.  I don't normally drink wine (unless its free  :P ) so haven't a clue.
