I would say that is a crate or box tool.  I have a more contemporary one, and while odd looking, they are fantastically useful.

It's presumed to be a cigar box/crate opener. Tool for prying up lids and nails, hammering them back in and the pointy scraper for breaking the tax stamp seals and voiding them out. After 1868, before 2014. Most had advertising in them. This was a nice one made just for personal use. The collar is sterling, the tool has much pitting and even some green patina in spots.

Definitely a cigar box opener/closer and a neat one at that.Here are a couple more.The last one also has a cigar cutter built in to the back and beautiful stag scales ans still in the original box.The hammer head is the portion of the cigar cutter head.

As a kid i always wondered why my Grandpas cigar cutter was so massive and had aprying edge - Now i know!
Need to see if my Dad still has it.
