I thought a little and got the following idea:
111 = 48 + 63 = 6*8 + 7*9

So you could make a raster with (coloumwise) 9 circles, 8 circles, 9 circles etc. (You could even use quadrats). Just an idea how to lay out 111 as fair as possible.

he randomly assigned the numbers, I would agree with you more if he had assigned numbers based on post order, but to me one randomization is good enough, AND he has already made the target.  either way,  like you said I am happy to have the chance
