Yup, always been that way. That's my only real attraction to the Wenger traditional SAKs, the smaller size.
Wengers are 85mmVics are 91mmAlox is 93mm

Bruce was always a bit vague about the different sizes. He'd sing 'That's just the way it is' until the press went away.

At one time both Victorinox and Wenger offered complete lines of 84mm/85mm (3 1/4") and 91mm (3 1/2") knives. Wenger eventually went to all 84mm size; while Victorinox concentrated on 91mm (they still offer a few 85mms). Why? I suspect product differentiation played a large part in it.For what its worth my EDC is a Wenger Traveler (84mm). I find the 84s ride better in my pocket, and none of the current 85mm Vics offer a scissors. Out in the field I often stick a 91mm Vic Huntsman in my pocket.
There's also 58mm, 65mm, 74mm, 100mm, 108mm, 111mm, 120mm, 130mm, and a few others too.But to answer your original question of when this started .... about 130 years ago! C'mon catch up
