Help Identifying an Engraving?

I bought a CT34 off of ebay a few weeks ago and on the back between the hook and the bit case is the following engraving:

N. WESTPHALEN. 0139299 RAN

I am wondering if this is some kind of personal engraving or something to do with a serial number. The words make no sense if it's a serial number, but the numbers make no sense if it's something personal. Any help would be appreciated.

Well N. WESTPHALEN is a region in Germany

Not sure about the rest.

Maybe lowtech or the RT gang know more...

I think lowtech is from Nordrhein Westfalen but it's written with an F, not PH.

Westphalen is a family name however.
