I do not remember where I picked up these replacable cutter heads but they don't fit!

They are narrower than the original heads, and when the pliers are deployed the tips do not close because the tools hit each other. (Image removed from quote.)

They look like Rebar pliers, you need Super Tool 300 or new school Surge pliers.
Aren't the pivots different sizes?

Pivots are the same diameter and those do look like Rebar pliers.

Yup, Rebar pliers. These have a different geometry for the handle pivots and rest surfaces than the Surge/ST300, which might explain why the pliers open when you close the tool, and hit the tools inside the handles.
The good news is Loki may be able to provide the correct ones.
