I have not seen any on sale locally so I just buy them online. SPAMCORP, SPAMCORP, focal price, DX etc. Look for branded ones - Panasonic, Sanyo.....…

Code is cpf2011

Alot of the 18650 Lion batteries sold are made by panasonic and just have a different brand wrapper on them, im not sure about 14500's though, but I only have 2 lights that use them and havent bought any in years

I see they have some fenix 14500's on sale for $5.56 each, sounds like a good deal

Have a look at budgetlightforum too. Both sites have information and discount coupons. I bought some sanyo 14500 a few months ago, i think from dx. You need to see what is on offer. The trustfire 14500 also had a good reputation, if you can find the right ones, with the flame branding and the hologram.. I have been using some for years but sanyos are a safer bet.
Usually sanyos have a pink wrapper and panasonics a light green one, but many other companies put their own wrapper on them. Most will tell you what is inside. Unless you will be using a few cells together in your light you do not have to buy protected cells. Also the actual type of protection varies between brands. There are other factors too, but there is no need to overcomplicate things.

Oveready.com sells some batteries also. They go quick though.
If I remember correctly, wait, what was I saying?

So I just looked and they did not have any Panasonic or Sanyo 14500s at Battery Junction.

http://www.batteryjunction.com/protected-14500-lithium.html

Also check your local radio shack. I've found some good ones there too.

Have a look at these, from major companies

http://www.SPAMCORP.com/chargers-batteries/pp_80751.html

http://www.SPAMCORP.com/KeepPower-14500-800mAh-3_7v-Protected-Rechargeable-Li-ion-Battery-p-918316.html
http://www.SPAMCORP.com/1pcs-Fenix-ARB-L14-800-800mAh-Rechargeable-14500-Li-ion-Battery-p-989237.html

http://www.SPAMCORP.com/chargers-batteries/pp_123468.html

http://www.SPAMCORP.com/batteries/pp_186596.html

There are discount coupons too.

I would also gamble with this:

Boring business analysis part, by me:

Just adding that Panasonic and Sanyo are the same company now (since around 2010) and some of the same products are branded with a different name. (one of the reasons for Panasonic acquiring sanyo was the eneloop brand, allegedly)
http://panasonic.net/sanyo/

They dominate the LiIon market, not just because of their size, but because they have been producing a quality product for a few years now. Their merge has actually appeared to lower the prices of LiIon batteries, rather than increase them, which is nice. The 3400mAh 18650 are now selling for 1/4 or less than what they used to a few years ago. Ofcourse, this could be just a strategic move, aimed at killing off any competitors (if there are any). This may be seen by the fact that there has not been an increase in capacity for a few years now.
The low prices of branded cells, combined with the longevity of Liion batteries makes it a bit  pointless to buy mystery brands.

Many, if not all, of the major brands will buy these cells and add their own protection on them, or just a label, selling them as their own brands.
