Sorry, but I think, except pliers.
1994-95 PST's pliers did not have hard wire cutter notch, earliest has been from 0696.
On your item it is, but looks like dent from snacking of something very hard.
Or, maybe it's normal pliers with hard wire notch that was replaced (for example under warranty) later 0696, but it is very unlikely.

Only thing is, there is absolutely no sign the tool has ever been used. It would be odd to have replacement pliers in an unused tool right?. :dunno:

I had just figured the most likely scenario is that the handles were pulled from old stock, since the dates are so far apart.

And could the notch be there solely because it is a CC head and not a standard head?

I'm not well informed on PSTs, so my thoughts are conjecture at the most. :ahhh

On unused BO PSTs hard wire notch is black coated too, like as all other surfaces.
As I see on your picture and on picture from eBay - edges of notch is just steel color, that is the coating was erased.
Although maybe it's just an optical illusion  :think:

There is no damage to the cutters. The notch was definitely intentionally ground into the cutters of an older BO CC pliers head after the fact. The cutters have never cut anything, since I could not see any marring/scratching/discoloring within the cutters. The notch was done with some kind of machine tooling, as the grind is machined, and not done with a file. It is even on both sides in depth and grind angle.









And we keep in mind this is the same company that sold a few tools with USA just ground out of the casting after removing USA from the tools. Is it a stretch to think the notch was ground into some older BO CCs(still in stock) before/around the time the notch was added to the more civilian tools?
Or am I just crazy, and this was joe-blow in his garage with a dremel tool?  :dunno:

It would be unusual for the factory to machine a tool after finishing the surface, but I imagine that’s not out of the question?  :think:

By a stroke of cheap luck, I'm back in this club.   Won this 1996 (my birth year!) for $15 shipped on eBay just now.  Looks hardly, if ever used. Pliers are supposedly stiff--I suspect because the tool is not yet broke in. No sheath, however. Guess that's something to get later on.
