Competency is the real question, not age (admittedly some 97 year olds may not have good enough eyesight to be properly competent).

It will be interesting to see how the police/prosecuters wriggle their way out of charging Prince P with at least Failing to Give Way if not actual Negligent Driving. 

I have a simple rule in these circumstances, if I can't see ("I was dazzled by the sun") then it isn't safe to proceed ....

I can't see a warrant being issued, and even if the prosecutors by some miracle (or public pressure) have the balls to lay a charge, I'll bet the judge will find some technicality/excuse to dismiss all charges.

Well, if we are discussing age restrictions we should look at adjusted data (adjusted for exposure (how much they drive) and normalized). Adjusted data suggest that men drive the safest between the age of 60 and 69 (and surprisingly at the age of 17-20). So, if we want to reduce fatal and non-fatal accidents then men between the age of 30 and 40 should not be allowed to drive. :D
Of course a far easier way would be to simply prohibit men from driving, as women make far less traffic accidents (after normalization, men cause 47% more fatal car accidents).  :D :D

Of course even if you prefer traditional data-analysis, it would make more sense to increase minimum driving age than reduce/set a maximum driving age.
