It looks like cross-bedded sandstone, but has a hard smooth finish. Not sure if its been stabilized, or if its a type of banded agate.

I made these scales.  The material is green cotton canvas laminated in polyester casting resin. The fibers tend to fluff when cut and sanded but I have used a set similar to these and the combination of the sculpting and surface texture make them VERY grippy. Ideal for use in slippery or wet situations.
Probably the easiest method of sealing them and being able to sand to a smoother surface finish would be using cyanoacrylate (superglue).  Just be careful not to glue all the blades shut  :D

The orange scales are made from $2 shop Hi-Viz vest and the same resin.

These are some other custom scales on a variety of SAK models ranging from a Spartan to a Yeoman (non genuine) These have been built as part of the knife with the pins going all the way through. These are all sold and now distributed all round the world.

Custom Camo scales on a 108mm GAK plus scissors.

My fav' set of custom scales. Handmade ribbed Alox on an Explorer.
