I only know one MT with super light weight and have all tool in it.. is Rambutan/rishardh Tool . Now you can chase bad guy and super light weight or else just get Wave or Rebar ..  :cheers: :cheers: :cheers: :cheers:

A smaller Surge is just a Wave. The difference in weight between the two would make no difference on a belt with all the other stuff on it that policeman have on it.

The Surge weighs 12.5 oz. The Wave weighs 8.5 oz. The Signal weighs 7.5 oz. The Skeletool RX weighs 5 oz. The weight difference is significant.

Police officers weigh 20-25 pounds heavier with uniform, full duty belt and bullet-proof vest. That extra weight probably reduces their running speed and succes rate in pursuit on foot. Therefore there is an ongoing struggle to keep all the carried police equipment as light-weight as possible.

A five oz weight reduction on ten items sums up to a total of 50 oz. That will probably increase running speed.
Anything that is weighted in multiples of Australia is probably very heavy ::)

Anyway, the Spirit S weights 210g and has both a plain- and serrated-blade and is overall one of the best MT.
It also has long reach screwdrivers
It wouldn't be the internet without people complaining.

The choice of the tools depends on the exact profession / duty... If we are talking about regular lightweight-urban patrol police officers, they officially carry on person things that are considered "obligatory" for their duty; nothing else. Any other "tool" can be a welcomed, but not obligatory add-on, and it will probably be put in police car or something. I know only two officers who carry a small private SAK in their pocket - and that's it. I have never seen a cop with a full-sized multitool.

A classic full-blown multitool is not an obligatory tool for an urban lightweight police officer. How many times a day is your average urban cop going to need and use pliers, screwdrivers, or an awl? He is not a flying repairman. It would be nice (for us regular citizens) to have super-equipped-omnipotent-robocop cops who can solve everything on their own, but hey, only a fraction of policemen actually require some kind of tool in their everyday functioning. The official tools are purchased by states based on their current needs, not on their wishes.

On the other hand, soldiers are far more likely to need some kind of multitool and/or one-hand-opening knife in the field.

Most cops I see carrying anything generally carry a wave or a skeletool. Saw one guy with a Mut with standard pliers once. Mainly used for cutting cable ties, seat belts or general use like anyone. Most older Paramedics I know carry something. 
I did my own testing and my best wire cutters were SOG power assist, SAK Swisstool & Spirit X followed by the LM OHT from memory. Wave, New Surge, Rebar and ST300 didn't do so well. Skeletool dead last.  :( Which led to me changing my work EDC. Skeletool is now my bicycle MT with the Piranha 2. :whistle:
Eventually even McGyver got himself a Leatherman

Leatherman watches these threads, and they do listen to consumer feedback. The OG Wave is a prime example. They don't build the "ultimate tool" for simple reasons...why buy another?  Like any business, Leatherman is continues off of profit.

I suggest that Leatherman develops two smaller versions of the Surge for police officers, that weigh 5 ounce and 7 ounce. The lightest version of those would fit smaller police officers, like female and Asian officers, and older officers that may have decreased muscle power.

Maybe the part about females and Asians need to be rephrased so it sounds less discriminatory, especially since there are a lot of smaller folks that could kick butt.

The fast one-hand opening of the pliers, knife-blade and belt-cutter of this SOG PowerPint, can be interesting for police- and rescue-workers.

IMO the SOG PowerPint would be even more suitable for police-officers, soldiers, fire-fighters, paramedics, security-personnel, etc., if it had a wood-saw, instead of a plain-edge blade.
The wood-saw can be useful in disaster-situations and other extreme incidents, and can somewhat serve as a spare knife, if the knife-blade is broken.

To save weight, the PowerPint should preferably have one combo-blade, instead of the current separate serrated blade and plain-edge blade. So just one knife-blade, that is serrated over half the length, near the pivot, and plain-edge near the tip, would be better.

It would be nice, if there was a replaceable hard-wire-cutter, since that is a vulnerable spot on a multi-tool, that easily gets dented.

I miss a lanyard-eye, that could replace the belt-clip. A belt-clip adds extra weight, and is not secure enough during rough police-work, to prevent loss of the multi-tool. But you might strap a thin synthetic lanyard to the belt-clip of the current PowerPint.

The bottle-opener could be integrated with the can-opener.

This PowerPint multi-tool could be sold in a light-weight MOLLE-pouch, together with a set of screw-bits, and a separate bit-extender, that could be left in the patrol-car, to reduce weight.

The scissors could be replaced by a replaceable metal-saw, that can saw iron. In medical emergencies, first-responders can carry separately small trauma-scissors, to cut clothing from severely wounded victims, like jeans-trousers, or a leather-jacket. 

Despite these flaws, I think that this new light-weight PowerPint might be very useful for police and other emergency-services, if its quality proves to be reliable.
