I told Def about a movie Real Men with John Ritter and Jim Bulishi (spelling?)

In the movie they have a group of clowns that work for the government that go around and "take care of people."

If you haven't seen the movie then you really need to check it out.

The idea in the movie was that the bad guys can spot CIA agents by the typical suits they wear, but when they are dressed as clowns they could be anyone. It was a bizarre but funny movie, and if you like that kind of thing, so out and rent it!
