Wenger SAK - Weird Tool ID Please

Who was this made for and to do what 



I know of Def's toilet SAK and the weird brace adjusting tool.  I'm also aware of SAKs for working on sewing machines and gas chromatographs.  Could it be the latter?  I haven't a clue

There was a discussion on SOSAK a couple years back on a Wenger that had a sight adjustment tool for the issue SIG rifle,and IIRC the scales had similar markings.
