Warm soapy water, use old toothbrush or toothpicks in blade wells to loosen grime/lint/etc......fully dry ( or compressed air Blow Out) , Oil the joints/pivot points , moved blades open/closed several times...........USE THE SNOT OUT OF IT!

If it's green, it's not rust. It's either copper oxide from the brass, or it's that abundant earth element Crudmium. It should scrub out without too much trouble.John
