In the US, shorts usually means short "trousers" or "pants".  The older generations sometimes use "shorts" to mean underpants, though.

Right.  Well, we don't really use the term "pantaloon", so "pants" came to mean something totally different somehow.  "Bloomers" is probably more common here.
