What's the skeletonized tool/device thing "ZAP"  "tattoo" under the MT ?  Is that a tat gun ?

It's sick that I want one, and I'm really not sure what it is...

yep,it sone of my tattoo machines.thsi although is new to me,it used to be my brothers,and he brought it from france.
