What's wrong with this picture?

I found this brand new seller with 0 feedback selling "new in original packaging" Surges for $14.99 on the evil bay.  They've got to be fakes or stolen, or at the very least it's a posting error by an inexperienced seller, right?  I mean, how could this be possible unless there is something very wrong here? I had a gift card anyway, so I ordered 3 of them just in case it's a legitimate product being offered, but I have doubts.

If it follows the same pattern as all the other "too good to be true, then ebay closes it down" attempts; the ad will have been copied from someone else's legitimate listing. 

I'm not sure why all these would-be scammers keep trying this on.  Maybe they don't realise ebay/paypal will hold the sale proceeds until the buyers give some positive feedback ?
