Is this a Swiss Knight Commemorative knife?

Hi All,

Saw this and thought of you guys as I know some groups produce their own commemorative collections. Can anyone give me an idea of where it came from?

If you look around you will find the answer is a bit cheesy

The knife is a Standard, an economy version of the Spartan, without toothpick, tweezers, and key ring.
