My personal opinion, is that if you want a new Leatherman with assured build quality, you're about 10 to 15 years too late. Not everyone shares this opinion though.
I'm not sure what you mean by the handles rocking, but the file catching does happen sometimes on their tools. Don't expect return/replacement to guarantee to fix "minor" issues like this. The market has gotten very competitive, and consumers expect product prices to hold despite soaring production costs. The manufacturers are cutting corners as a result, and this is starting to reflect in the tools' tolerances. The tools should still be functional, but might not have the same feel as older stuff.
