I'll throw a third in here and say it's almost certainly a mag pouch. I have a few varieties that were US military issued and the form factor is generally the same across the board. I like them, especially the Gerber ones They will fit just about any full size MT, though some have a metal drainage grommet that can scratch the finish, if one cares about that sort of thing. I have one very well used Gerber that was issued and took a beating, and it has a buckle closure instead of velcro. Those seem to be a bit less common. At any rate, good find!
Yup, those are positively huge compared to my one. Maybe it was meant to carry some sorta small mag?
