Not the best pic sorry but it has a point kinda like an awl on the end and two prongs.....

Nothing to do with plumbing.
The pointy bit is used to clean dirt out of the holes that the two bumps go into...

It does not look posh enough for that... also it is pretty scratched up, so I would presume that its used on something metallic.
It wouldn't be the internet without people complaining.

It's for changing spikes on cricket shoes. Sometimes we have to play on an artificial pitch so I have to swap out the metals spikes for rubber/plastic.

Accessing secure (mostly outdoor) water spigots. The 4-way water key (aka sillcock key) will open just about any secured water source in the USA. I have no information on the subject of other countries in this respect.

in my country is called "Pass key" or "Cuadradito (Little Quattro, number four, related to its 4 "arms")" in jargon,
here they have two square ends of different sizes, a triangular end (for light posts and streetlights) and a rounded end with two protruding mini arms (like an "O" with a horizontal line that extends on both sides beyond the circle's outer wall)

these open most electrical, water and maintenance stuff on train stations, maintenance rooms and the street
