The Z-Rex's strap cutter blade is 440C, much better than 420HC. So, why not upgrade to that steel throughout the line?  Or at least for the cutting blades?

Because if it ain't broke,  don't fix it. More or less the same reason Vic doesn't upgrade to the steel on their blades, or the material of the handles. The minority would love to see an upgrade, but they still move millions of units as is, so why bother investing capital to explore variations?
