I've seen a few that were imitation Mother of Pearl (probably celluloid) likely from the 1980s, but that's about it.

There`s a long tradition using mop scales on victorinox knives.
It startet around 1900. First mop was available on the officer`s knives. For example a Model Nr. 205 with mop scales was douple the price of a standard cellidor one. Later (end 1920s/beginning 1930s) it was used for the gentlemen and ladies knives together with horn and toirtoiseshell (and mop/tortoiseshell imitation).
In the 1950s with the start of the 74 mm serie, mop was also there available on the model Nr. 652, 653 (your knife) and 656. The 653 and 656 were also available with or without T and T. I would say that your knive is from the early 1970s.
Mop was also used for cutlery and handles of the rasors.
Mop was never used for real workers knives like the farmer serie oder the gardening knives. Mop is a really expensive and difficult working material. Later in the history, it became a lot more expensive. Also they found out, that working with mop is a dangerous job. The mop particels can cause heavily damage to the body when they get inside.
So I think thats why they don`t use mop that often anymore. The price for a new knife with mop handles is 6-8 time the price of a common one.
Mop is also a material that you have to treat carefully. It can lose the shiny surface very easy and fast.
