No, not a chopper. Hint: Think Wenger.

Nope, pretty cold. It has nothing to do with Victorinox. It has something to with a Wenger combination that has never existed. -- EDIT -- At least, I've never seen one on eBay or in the wiki. If one does exist... D'OH! -- EDIT -- Notice the welded and filed spots on the backspring. What could those be for...?

Well replacing a Wenger can opener with something.
. Small blade? Wrench would be too thick.

Actually no. What you're looking at is a backspring for a single blade with combo tool.
The welding and the notch on the right are to make it a
LOCKING
backspring. There has never, to my knowledge, been a Wenger with a locking blade and a combo tool.
I've just added a little more weld for the lock arm to contact, and will file that down. The spring also needed a dash more weld to keep the blade up enough when closed so that the tip doesn't contact the aluminum spacer. But it's coming along nicely, and after lots of filing and work will be a neat little part of my UberKnife 1.0.
Charles.
