Help with symbol on 111mm Rucksack

This is a Rucksack with sidelock - I think. The symbol may be an advertisement but the cross is inside the symbol with no cross anywhere else. Any opinions?

That looks like a fireman. That’s two axes there on the scales  :tu:
Seen it on the Victorinox Safari Fireman.

Thanks - that helps. The problem is there is no emergency belt cutter blade on it! That led me to think it is a Rucksack. BTW side-lock must read slide-lock.
