Actually, I think you have it the wrong way round... all those guys made fighting crime popular, when we should be preventing crime.
E.g. Batman (his company has an annual revenue of over 30 billion dollars according to Forbes), rather beats up some thugs than to create jobs.
He could pay 200k people an annual salary of 50k and would still have a revenue of more than 20 billions... and to put it into perspective, Gotham has 10 million people, so that would be 2% of the population of Gotham city. That is a fairly decent income for a family. So, considering the average family in the US is 3.14
that would be easily half a million people going from poverty to a comfortable living. BOOM, no more crime in Gotham.
