Ok not sure about the tool because it doesn’t get used. But it could be a MUT, OHT Surge, ST300 or Signal based on the Molle sheath.

I would bet it is the MUT. I know several tools are available(as an option) with that sheath, but the MUT comes with it as standard. And, also, the bottom of the sheath looks thin like the hammer/cutter end of the MUT.
I could be wrong though. It could just have a piece of plastic in it to seem as if a heavy tool were inside.
