Hi wnsnacigator73, I use a tool called a Benchmade Pivot Alignment Tool that I got many years ago from a seller on Etsy. It is essentially a machined rod that has two different turned ends to fit different size pivots. The large size works to align the plier jaws and the smaller size woks with the tool side on Leathermans. It makes aligning all the washers, brass spacers, and tools easier.
In the absence of having the tool, I would try using a drill bit like Antti recommended or try using a punch to align hole to get the pivot bolt through. Good luck.
