Title: Golden scales on a 74mm Director / Executive

Its been in the sonic cleaner a few times but looking at the photos it needs a bit more

Director or Executive the distinction between them seems a bit vague :)

Bit of a guess but based on the Scissors and the Victoria tang stamp I would say the 1960's (or very early 70's)
