Title: Any none cloudbased website developer tools out there?

Random question, I know, but; does anyone know of any non-cloud based website developer programs? ...or one where you buy it once and don’t have to sign up for a monthly subscription

Well that is a wide field indeed. Some are quite pleased with using a text editor like Vim, Emacs, Sublime or Atom.

Then there are programs like Pinegrow. I like that one as it works with plain normal html, css and javascipt and previews the results as you go.

If you don't already know them, you might want to consider learning reStructuredText (http://docutils.sourceforge.net/rst.html) (excellent for technical docs and that style of documents) or Markdown (https://daringfireball.net/projects/markdown/) (shares ancestry with reStructuredText, but more quick and dirty in style; also only targeting HTML, while HTML is just one of many targets for reStructuredText). Learning any of those two will give you access to many free publishing tools.

(Edit: I'd strongly recommend reStructuredText, as Markdown is fragmented and does not have the properly defined grammar of reStructuredText.)
