Title: Help needed: Dutch 'PTT' knife(?) from Herder Solingen, Germany

Okay, I know, it's not a SAK, but a German knife (is it?) for the Dutch PTT (Post, Telegraaf & Telefonie). The PTT was a governmental company responsible for the postal, telegraph and telephone services.
The tool is dated 1986.

It is not in my possession. It is being offered for sale on the internet.

Does anybody know what kind of tool/knife this is?? What's the purpose of it?

Lol the ptt, my dad worked there. But that's a long time ago.

Interesting, looks like a gutting knife that was modified (as a factory item) in order to cut plastic banding and twine.

My grandfather used to be some kind of end boss at PTT in the 1970s. I would ask him about this knife except he passed away in 1980.

I'd have to agree with the others.
Looks as if it's made to cut straps or packing materials but with an edgeguard.
