You upload photos to it. Once they are hosted there, you can link to them and post them on other websites, like Multitool.org.

Take a look at this review I did recently: http://forum.multitool.org/index.php/topic,11842.0.html  By hosting the pictures on Photobucket, I was able to write some text, then a couple pictures, them more text, then more pictures, etc, etc.....all in the same post. :)
