No idea, and the lack of any discernible makers mark doesn't help.  The soviets did mass produce a lot of Knock off's of varying quality however, it could be one of them.

Products made in former USSR were usually stamped with MSRP and factory logo along with the usual soviet propaganda  :cheers:
