That is Victorinox ecomnomy series. I think around the mid to late 80s.The Swiss Officer's series had the inlaid crest, grooved corkscrew. THe economy series had the painted crest, smooth corkscrew.
That shield is the cheaper style of Hot Stamped shield and it is an older style but they do seem to be fairly common and they are worth whatever someone pays you for it right. BTW--I have seen this on both nylon and cellidor scaled models. Not all of the knives with this type of shield are economy versions though.
Worth pointing out that the older 'economy' scales don't have the toothpick and tweezers' slots.
