Can anybody give any background on it? I can't help but think of something similar that was made for the US Sprigfield Trapdoor rifles.

Heck yeah, I'd love it!  I just can't believe it's Canadian, since it doesn't have a beer opener, tree-cutter-downer or hockey stick taping tool! 

Looks interesting to say the least.  Made in Canada By Gray?  I'll have to see if I can find any info about them.

Gray might be Gray Tools http://www.graytools.com/company_profile.htm but its just a guess.

It bears some similarity to the Springfield combination tools.

A real Canadian would find a way to open a bear bottle with it!

That's easy enough to do... plus you could use it to knock your friend out and take his beer!
