A. Simon is probably the name of the wholesaler. I read about this Hen & Rooster knife a while ago, it has almost the same stamp:

Alf. (Alfred) Simon had a knife shop in Bern.  I have a couple Victorinoxes about the era of yours (say, 1930s) with his mark:  1 on the tang, one on the flat of the blade.
The work takes on a life unplanned
and the painter finds the painting directs the hand
