That is a bottle cape for size.
What is it?
Who can make me a hard wood handle to scale?
how much will it cost me?

I think traveling salesmen used to carry mini replicas of the tools they were trying to sell. This may be a salesman's replica.
Just a guess..

I can hardly see it
You could try to make one yourself from a scrap piece of wood?
Any wood would do as its not going to take a lot of punishment

I'm thinking that this must be even smaller that the Vaughn mini-hatchet.

Hickory wood is the beat bet for handles here in the US. Either that or Ash. Anything else and it's just for decoration.
If I remember correctly, wait, what was I saying?

New to me - maybe you can get a decent handle from a small hammer or something?

I had contacted Smokey Mountain Knife Works and they never got back to me so I put it on the table at the flea market and sold it for 10 dollars.

You let it go in to the wild?
Someone, somewhere out there is posting a 'where can I find a tiny handle?' question as we speak
