It looks like some type of budding or grafting knife.
I believe it looks quite similar to a watch makers bench knife. They use them to open watch cases.
Now it's bugging me, and I can't stop searching. I know I've seen them before, but I can't recollect what they were called. I don't belive it was for carving though. Are the edges sharpened? Maybe leatherworking? I can't remember

In German it's called Kartonmesser. Translated: Cardboard knife. In the Vic catalog 2006 it has the Nr. 6.1608.06 and it's discontinued since a few years.(Image removed from quote.)
