I was first going to say for sqaring timber, but then I noticed by the scale in your pic its very small.  I'd guess its for animal butchering then, or maybe skinning.

It does look like a shortened side axe for hewing/squaring logs. Bearded head would suggest choking up on it, and the short handle suggests a short swing.

to clear it up a little, more wood cutting tools (draw knives, handdrills) are used to make these farmer "items"..

at least ten steps involved to make (hint!)

Not that small, but yes it is used one handed only.

Perhaps not so obvious in the drawing, but the head is strongly curved..

Well done mate, it is indeed for making wooden shoes. The axe you show however is not exactly the same but close enough.

Ofcourse the adze comes in several variaties. Sure, also for boatbuilding. The side-curved face of the head I was talking about for clogs. The drawing was not very clear I admit, but that was the purpose of this guessing game  :)
